Amur leopard reintroduction is something that has been in planning stages for some years now.  The original plan was to use carefully selected captive-bred Amur leopards from a rigorously managed no-human contact group to create a secondary insurance population away from the current Amur leopard habitat. Many different organisations were involved in the planning of this ambitious enterprise.   Unfortunately, the use of Amur leopards from this managed population is on hold due to the war in Ukraine.
